I am removing the thermostat housing to replace thermostat and one of the bolts broke off. I tried to remove with an ez-out to no avail. Will the housing tighten down and not leak with only two bolts active

It needs the 3 bolts really. If you can't get a bolt removal tool onto what is left. You will have to drill it out. Re-tap (thread) the hole and use a slightly larger bolt. You could use a good sealer as a temporary measure but it will not last for long
