1994 Ford Escort starter wont stop and other problem

The other day my wife started the car and the starter kept turning. I had to take the battery cables off because the starter keeps turning over even with key off. I started the car and unplugged the black small wire from starter to be able to get it home and when I turned off the car with the starter wire off I also noticed the cooling fan stays running key off as well concstantly it does not shut off. Also when this happened my fuel cutoff light came on and while I drove home it made the car run really rough like no power and I could barely get up to 55. Any help with this would be greatly appreciated I have never seen this before. Thank you for your time, brad custer.
