1993 Ford Escort How to troubleshoot engine cooling fan

How do I determine if a fuse or relay is faulty on the radiator cooling fan, or if the fan itself is bad? The car overheats, I can't locate any leaks, and the fan is not running when the engine is hot.

Put power & ground to fan first.

I'm having the exact same problem, have you tried changing out your thermostat, or the thermostat sensor?
I beleive to see if it's the fuse it is under the steering wheel, I can't seem to find it anywhere under the hood.
