1993 Ford Escort funky shifting

The when started will not shift past second gear. If I stop the car and start driven in first and rev it up near red line and put it in drive it will start shifting normaly until I turn off the car. Even if I turn it back on right away and start driving it will not shift again until I rev it up in first. Once it starts shifting it runs great until like I said I turn the car off.

NO Warning lights at all. Also found out if you floor it in drive it will start shifting right once you hit six thousand RPM's and it will work find until u turn off the car.
