1992 Ford Escort cooling fan won't turn on when engine is h

I' ve tested the engine computer codes and I get code "111" (no fault) in "KOEO", "C" and "R" modes.
Also, the fan starts in low and high speed at the beginning of the test.
I've replaced the heater core and am preparing to install a new coolant temp sensor (for the second time). So I am skeptical.
Other than that, I noticed the coolant and the temp guage sensors were reversed in the heater input tube that they were installed in.
Any suggestions?

Car have a/c? Does the fan come on with a/c on? (Compressor has to be running). Theer are hi and low speed fan relays for your car. Blk/white wires should have power. Red/blk and yellow/white are the trigger wires for the fan from the ECM, see if they are being triggered to cycle the fan
