2004 Ford E-Series Van electrical fuse or relay

2004 Ford E-Series Van V8 Two Wheel Drive Automatic 40k miles

2004 Ford E-150 in great condition with 40K mi. The only problem I have had with the van is a blown cigar lighter fuse when using a battery charger. If I don't use this high amp charger everything is fine. After changing the fuse this time I now have a new problem. The cigar lighter works fine, but my instrument panel doesn't work, radio is dead, power windows are dead, dome light dead. I tested the interior fuses and found many do not have power. I then tested the power distribution box fuses and they are all good. I figure one of the relays must be the problem. Any ideas?

What you can probably do to save you some time is to take it to autozone or your local parts place and have it scanned on the obd 2 scanner (for free). And it should narrow every thing down.
