As for assistance in finding a mechanic this I can't help as I am in Australia, but with this engine any qualified mechanic should be able to do any work required, may be a ring around and try older long established work shops, as for the engine, as it has been sitting for so long, I feel that you will be wasting your time trying to breath some life into it, you would be better served do a re build and start from new as all the seals will be perished and there well may be serious corrosion in the bores.
