Ford 1992 Crown Victoria

I have a 1992 Ford Crown Vic. I started the car and went to pull out of my driveway and it seemed like someone had just reached over and shut it off. When I went to restart it all it done was click. I changed the starter, and all it still does is click. I'm needing to know what else I can do? Is the motor locked up? The belt will not turn free handed.

To check to see if the engine is frozen up is use a breaker bar and a socket for the bolt on the idler
pulley. Then move the braker bar back and forth, turning the engine. This will tell you if the engine is seized up.
