2000 Ford Crown Victoria Faulty heater please help.

I have a 2000 ford crown Victoria/ police interceptor that I had purchased about 1 year ago. Everything is great except the heater only works when I put it on high. It will not come on in any other setting. It just does not blow unless it is on high.

I have recently changed the heater control switch, but no luck there. Is there anything else that I could do, like maybe the blower motor? Or maybe it is just a fuse. Please help me.

More than likely it is the blower motor resistor. It is located on the passenger side just behind the valve cover on the plastic a/c housing. It will have a large wiring connector on it with 4 wires. It is held on by 2 little 8mm headed screws. Here is the part number---YH-1702 <
