1995 Ford Crown Victoria ignition spark

Does te starter even turn on the times it deos not start? Is your starter silinoid on the finder wall and have you check it, I think they are cheap, but don't want you to waste money id that is not it. Can you descibe better? Pretty sure ford always puts starter silinoid on finder wal while chevy puts on starter itself.
