1998 Ford Contour Radiator fan will not kick on

I have a 1998 ford contour and am having a issue with the fan not kicking on when the car gets to temperature. I have checked (meaning both coils click when power added to contacts) both relays and they seem to be operating fine. Of course is it possible they are still bad even though the coil clicks? I have changed out the temp. Sensor on top of the thermostat housing and have changed out the thermostat itself. What am I missing here? Are there inline fuses I can't see? All wiring seems to be fine. I will take it to a shop to have the motor replaced and the connector replaced. I believe they burned out because I need to run the defroster to make the fans run. I just don't have the money at the moment for them to look into why the fan won't run and charge me a huge labor bill for something that may not cost to much.

I fixed the resistor at the bottom right corner if your facing the car hood. I fixed mineand it started working again. But I do have a repair manual to help me, might be easier to replace fan, try ebay they have stuff cheaper than stores
