I had the car tested to see if the fans were coming on at the time they are suppose to and I was told they did, however it keeps over heating. I already changed the thermostat and heat sending sensors. Any ideas?

Flush coolant system out. Radiator may be clogged somewhere restricting coolant flow

I already have done it and it still over heading. I was told that maybe it could be the temperature gauge that is not working.

It's possible. Are there visible signs of overheating? Coolant boiling over? Any smells? When gauge shows HOT, does turning on the heater cause the gauge to slowly go back to normal?

Your gauge is reading faulty then. You already replaced the engine coolant temperature sensor?
