1989 Ford Bronco 1989 Bronco II electrical whine and no sta

I just recently left the lights going on my truck overnight. When I went to start it in the morning obviously it would not start. I got a jump from someone and it still wouldn't start. So I swapped in a newer battery from my '69 Mustang and it still wouldn't start. I replaced 2 blown maxi fuses in the engine compartment labeled "alt pwer 1 and alt pwer 2" to no avail. Please help me if you can.

IS the starter working? If so, are you getting spark and fuel to the engine?

The starter is working and there is fuel (I checked the valve on the fuel rail). I haven't checked spark yet since I have been busy but I noticed that none of the relays are clicking when I turn the key to the On position.

I am not getting any spark at the moment. I checked the relays and 2 out of 3 were clicking so I replaced them. The fuel pump still will not turn off as long as the key is in the ON position.
