Use to stall during low rpm's then one day wouldn't start. Changed TPS, MAP, idle air valve, fuel pressure regulator, plugs, wires, fuel rail gaskets, fuel pump and now it's idling high, running rich and the fuel pump is whining.

Good morning,

The fuel pump whining is no good. That is a sign of a bad fuel pump. It should make no noise at all.

As far as the high idle, did you check for vacuum leaks in the system?

Make sure the EGR valve is not open. If it is, that is a big vacuum leak.

Are there any codes set?

As far as running rich, did you check the injectors?

It's a new fuel pump, but I also found out my buddy didn't put the sleeve on it. And I don't have access to an old version of code reader. These don't have the hookup for the new ones.

Does not matter if the fuel pump is new, it should not make any noise at all.
