My truck started running rough at 160,000 miles and started losing power. Now it will not hardly start when it does it does not have enough power to pull out of its tracks. Will not rev over 2000 rpm and has a popping noise under the hood.

Misfires are best handled by a professional, they are very hard to diagnose as it can be a sensor bad, injector, or basic engine problem. Yours sounds a little serious with the popping sound however. Do not waste money on good parts like auto parts has you do.

I was told it might be the cam phaser. Do you think that could be the problem?

It would need to be scanned for codes first to get a code.
