EVAP monitor not ready

EVAP monitor is not setting after several cycles. All other monitors are ready except the EVAP. Also, there is an intermittent starting issue where there is crank from the starter but the engine would not start initially. However, the engine starts fine at the second attempt. I have replaced the purge control solenoid/valve and the problem recurs occasionally. What is causing the intermittent starting issue?

I posted below the process that needs to be done to run the monitor. Follow that suggestion and it should run.

If it does not set then there is a continuing issue with the system.

2. EVAP SYSTEM MONITOR (KEY-OFF TYPE)

a. Preconditions
The monitor will not run unless:
The fuel tank is less than 90 % full.
The altitude is less than 8,000 ft (2.,450 m).
The vehicle is at stationary.
The engine coolant temperature is between 4.4 degree C and 35 degree C (40 degree F to 95 degree F).
The intake air temperature is between 4.4 degree C and 35 degree C (40 degree F to 95 degree F).
Vehicle was driven in the city area (or on free-way) for 10 minutes or more.

b. Monitor Conditions
1. Turn the ignition switch to OFF and wait for 6 hours.

HINT: Do not start the engine until checking Readiness Monitor status. If the engine is started, the step described above must be repeated.

c. Monitor Status

1. Connect a hand-held tester or OBD II scan tool to the DLC3.
2. Turn the ignition switch to ON.
3. Turn the tester or scan tool ON.
4. Check the Readiness Monitor status displayed on the tester or scan tool.

If the status does not switch to COMPL (complete), restart the engine, make sure that the preconditions have been met, and then perform the Monitor Conditions again.

Thanks for your reply. Could an EVAP issue cause a hard starting condition? If so what part(s) could be at fault?

I checked with the scanner and there is no permanent or pending dtc. Only thing is the evap monitor not setting. I will try your procedure several times to see if it works. Thanks
