Could an EVAP leak from a corroded fuel filler neck cause gas pump shutoff?

When filling the tank at a gas station, the gas pump shuts off literally every half a second or so. Truck has a P0457 DTC and there is visible corrosion and fuel seep through around the fuel filler neck inlet. Attached is a photo. Already replaced the charcoal canister and vent valve solenoid prior to noticing the corroded fuel filler neck.

Could the gas pump shutoff problem be solely caused by the leak in the fuel filler neck or is there likely another problem such as a clogged fuel filler neck hose or a stuck vent valve on the fuel tank?

When you can't fill the tank it is usually a filler neck issue. Next time you are at the filling station pull the rubber boot back of the gas pump filler, (if there is one) and see if fuel is coming to the top of the filler neck, this is letting you know that gas connect get into the tank, or the vent hose of the filler neck is blocked. The EVAP cod will not cause this issue. Check out the images (below). Please upload pictures or videos in your response.
