Engine won't turn over when I turn the key?

The engine on my pickup won't turn over when I turn the key to the start position. I can hear the starter engage and can hear another clicking sound, which I think could be the injector drive module relay, but the engine won't turn over. I have tested both batteries and they hold 13.9 volts each. I'm not sure how to continue troubleshooting. Fuel system or ignition system?

It sounds like you have a bad starter which is easy to test, use a test light to check for power at the starter trigger wire on the solenoid, (small wire) when the key is in the crank position, you might want to try cranking the engine over while the gear shifter is in neutral as well.
