I left my job site today, while on the way home my dash lights and the radio quit, the lights and the wipers still worked. I got to my house and a hour later the truck would not turn over, lights still working and the battery is strong.

Check how much voltage both sides of the "STRTR" #62 fuse in the underhood fuse block has with the key on start.

Now for a turn of events; this morning I went outside and it started right up, maybe the brain?

Instead of a faulty engine control module, which you are referring to as the brain, I suspect perhaps a loose electrical connection. Here is the starter wiring diagram. Wiggle all the fuses, relays and connections and see if first anything is loose. If you can recreate the no crank and if no to both you may have to wait until it happens again and be prepared to first test that fuse I mentioned for voltage and wiggle all those things I just mentioned and see if the starter will crank the next time it does not.
