This code can be set by one of the following problems, they will all have to be checked, if the heather is not as hot as it should be look at the thermostat first.

Low coolant level Faulty Engine Coolant Temperature Sensor Stuck or leaking thermostat Engine Coolant Temperature Sensor harness is open or shorted Engine Coolant Temperature Sensor circuit poor electrical connection
