Rough and rich running

My vehicle is running rough and super rich. Service engine light flashing, but not coded code reader powers on but will not link I know 1996 was the first year mandated change over to obD 2. I have been told that my vehicle could be a 1995 and a half which means it possible that it can have a OBD 1.5. Help me please.

Try another scanner first it may be an intermittent problem as well. also, check fuel pressure with a gauge should be 60-66 psi and when shut off should stay with in 5-10 psi for five minutes. Auto parts rents gauge.

Those engines had a big problem with the spider injector inside the intake manifold, please remove the top half of the intake and check the pressure regulator for raw gas.

I checked this couple days ago and I'm going to check my pressure gauge make sure that is accurate but it said I was having 87 pounds I've never seen one that much but would explain extreme rich but why

Forgot to mention that I did check with another scanner I also have a Snap-On diagnostic computer and it also would not connect

Then there is a short or bad connection at idle or wire that has power you'll have to try to find it. 87 psi is way to high check for a restricted return line and or regulator problem.
