A/C blower motor quit blowing?

A/C blower motor quit blowing. I replaced the motor nothing happened, the new motor didn't work. Getting power from the three wire pigtail to the big white wireless three wires a white a white and black and a small gauge red getting power to the solid white one at all times even with the vehicle off also have an intermittent off and on with the good times radio sometimes it comes on sometimes or not you have to tap it I'm thinking possible ground problem or something behind that instrument cluster behind that radio.

The white and black/white wire should not have power, this means the ground is bad (E3) which is on the right side of the dash and could be why the radio is not working correctly as well. Please check it out and get back to me. Check out the images (below). Let us know how it goes.
