Electric trailer brakes locking up

Why do my trailer brakes lock up regardless where my controller is set at?

Welcome to 2CarPros.

The brake controller basically works as a rheostat. The harder the brakes are applied, the more current is sent to the trailer brakes. Is the controller new?
