After replacing the Electric steering rack it gets really stiff and immovable?

The electric steering rack got damaged. So, I decided to replace it. After replacement the electric steering turns freely without tires, but it gets really stiff and immovable once the tires are mounted back and car is dropped.

When replacing the steering rack there is a module set up that needs to be done here is the instructions on how to replace the rack so you could go over it to see if you forgot anything and how to set up the module as well. Check out the images below.

If the old power steering assist motor is transferred to the new steering gear, proceed with the scan tool instructions to transfer the data from the old power steering control module to the new power steering control module. Power steering control module programming and setup

If the new steering gear comes with a new power steering assist motor, proceed with scan tool instructions to program the new power steering control module. Power steering control module programming and setup
