EGR vacuum modulator is melted or burnt from exhaust gas.

The EGR vacuum modulator keeps getting burnt or melted from the EGR side. Extreme heat coming out from the EGR is causing the modulator to melt. What can be the cause for the heat to continuously coming from the EGR to the modulator?

In most cases the cat converter is clogged and sending all exhaust to the egr and overheating it
