Ignition switch removal

I just picked up a 1991 Eagle Talon at a car auction for my son. Someone stuck a screw driver in the key switch & its really messed up. We did not get any Keys for the car. Looked like someone was using a screwdriver to turn the car on & off. That doesnt work & the steering wheel is in lock position. Tried everything to get it to turn but cant. Read the chiltons book & says you can remove the cylinder with the key in the ACC position. Well we cant get it to that position. Looking to remove the whole assy from the steering wheel & it has 2 :oops: special bolts with no heads on the end to turn the bolts. Was thinking of drilling the heads off to remove the whole assembly. They must make some kind of tool to remove those 2 bolts holding it onto the steering shaft?I can buy the whole assy on ebay for 50 bucks. Be better if I could just get that cylinder to come out!Any ideas for us at all?Its a 5 speed car.
