When I took the plastic protective lining off from up under the front of my car listed above LX model (to replace the radiator) this piece was fell from the under carriage?

Yep. That looks like the A/C compressor clutch hub. Basically it is part of the compressor for the A/C system. Have you had any issues with the A/C or had it replaced in the past?

I attached a picture of the new one and put an arrow to the piece you found. You can see the three rivets in the same position.

Yeah the A/C has never worked.

Okay. That is why. If it has never worked most likely if you look at the front of the compressor the clutch assembly will not be there. At this point, to fix that you will need a compressor.

If you want to get a picture of it and send it over, I can confirm this but based on this info I am sure the compressor is locked up at this point.
