A NEW RACK AND PINION STEERING WAS INSTALLED IN MY TRUCK.THE FLUID WAS ADDED AND THE SYSTEM WAS BLED BUT IT STILL MAKES A WHINNING NOISE.THE STEERING FEELS OK WHEN DRIVING BUT FEELS HARD AT STOP OR WHEN YOU SLOW DOWN TO MAKE A TURN.

Has the noise stopped yet? Often the system has to sit overnight a few times for the microscopic bubbles to float out. They will just continue to circulate while driving.
