1998 Dodge Truck no communication with scanner

All wires at data link are good but scanner does not communicate.

What kind of scanner are you using? Snap-on MT2500 (red brick) needs the K-9 personality key. A lot of aftermarket scanners don't work on '96 and newer OBD2 systems. I have a brand new Chrysler DRB3 for sale that will work. You might have to let the dealer put theirs on it. If you can find someone with a newer Genisys, that should work too.
