1992 Dodge Truck engine start up

When the temp. Outside is below 35 degrees, I turn on the ignition and the check engine light flashes and a sensor on the fenderwell clicks for about 3 min. When the check engine light stops the truck will start.I have taken the sensors inside at night and still does this is there a problem with a sensor somewhere else

Welcome to the forum, might have been a relay making the noise? Which one was it? Any trouble codes?

That view is under the hood, driverside fender lining. The info I looked at was W150-- 5.2 litre engine.
