When trying to use AC speed 4 works great, speeds 1,2,3 don't blow at all. Is this more likely a fuse issue or a switch issue?

It's not going to be fuse issue if it work's on number 4 speed.It's going to be down to wiring resistor switch etc.With testing the circuit you would just have to start throwing part's at it.
