2000 Dodge Stratus strange compression readings

Timing belt broke two years ago and it has been sitting since. I recently aquired the car and put new belt water pump and both idlers on front of motor. Havent put other belts on till I hear it run. As it cranks over sounds like starter is dragging but had it checked and it tested good. Anyway it doesnt start so I check spark and it looks good and I have fuel at rail so I check compression, all holes at least once show over 100 psi but most times only 10 psi what could be going on. I would think if I get over 100 psi I sholldnt have bent valves but I am at a loss of thought. Really dont wanna pull head if I dont have to. Any help would be great.

Is this a 2.0 or a 2.4? Also, if it shows 10psi most times, then 100psi, pistons may have hit the valves. Before I go researching, correct me with the engine size so I can verify if its an interferance engine.
