Engine stalls at idle

It runs fine when accelerating of going downhill but when you stop or running steady it tries to die like it wont idle

Has the check engine light come on? Also, have you checked for vacuum leaks? This guide should help

1997 dodge stratus keeps cutting off when comming to a stop, the check engine light does not come on

If the battery was recently disconnected or run dead, the Engine Computer has to relearn "minimum throttle" before it will know when it must be in control of idle speed. To meet the conditions for that to occur, drive at highway speed with the engine warmed up, then coast for at least seven seconds without touching the brake or gas pedals.
