1997 Dodge Stratus Ignition Key

When turnig off the car. The key will not complete turn to the off position. The engine turns off but the electrical power power stay on to all accessories. I have replaced the ignition switch and the igintion lock cylinder, without either making a difference.
HELP.

Ok. Is the key going to the off position or no? Im kinda confused, sorry.

And what happens when key is turned off. Car turns off? Car wotn?

Do guages turn off and the warning lights come on, what happens.
