1997 Dodge Stratus blower switch

My 1997 stratus the blower switch has 4 speed, speed 1-3 don't work only speed 4 works and is to loud I can't put on speed 1-3 for lower heat or cold pls help
what part is broken and were is locate thanks

The problem is the blower relay and it is mounted next to the blower under the passenger side knee panel. Take the panel down and you will see the relay to the drivers side of the blower. But dont just replace the relay if the blower sounds loud replace it also as when the blower pulls more amps due to wear it blows the relay.
