Air is cold enough and fan sounds the same but seems to blowing out at 25% velocity. Seems to work fine on the feet only but when changed to "face" it is really slow. Is there a divider or someting inside that isn't allowing air through?

I assume you have all fan speeds and the air to your feet is at good volume. Yes there is a diverter that changes the air flow from feet to face and defrost. If the flow is low to the dash vents it must be going elswhere so check ie. Feel to see if the air is comming out from under the dash or defrost. If this is the case the problem is in the mode selsctor either electric motor or vaccum controled. Try the selsctor through all positions face, floor, defrost if the air does not change with the selector then that is the problem.
Hope this helps if you decide to take to a shop go to an A.S.E. Certified repair facility.
