2003 Dodge Ram stuck exaust valve

Any suggestions on how to dissolve carbon w/o removing head with engine not running?

Without the engine running, it can't be done. There is no way to get a cleaner in the cylender. They do make carbon cleaners thay are injected through the intake to eliminate carbon on the valves and the pistons. You may want to try something like that.
