Why does my fog lights come on when I turn my headlight switch off

Welcome to the site. Have the manufacturer specific codes checked. Maybe that will point in the right direction? There is a fog lamp relay in the integrated power module, under the hood. The front control module controls the ground for the coil side of relay. I don't know why the module would ground the relay, unless there is a signal?
