1999 Dodge Ram Truck will Turn over for a few seconds befor

Recently my 99 Dodge 1500 has started to start hard. It will turn over fine everytime it just cranks for 3-5 seconds before it starts. Every once in a while it will also sputter when I am trying to take off from a light, not all the time but sometimes.
It has new plugs, wires and an oil change.
Seems worse when cold, but even if warm it will still crank for a few seconds before starting.
I dont know if its spark or fuel.
Any ideas?

Check fuel pump pressure. Here is a how to:

Let me know what you find. Also, pay attention to fuel pressure drop off.
