i have replaced the fuel filter and the fuel pump, but the car won't start. I have tried to crank it but no luck on that, I would like to find the fuel cutoff switch and dont know where it is located, I would think this is my next step

That vehicle doesn't have a fuel cut off (inertia) switch. Will need to test the fuel pressure to ensure that it is even a fuel problem. It may be no spark condition.

Then why is it that the pump is not working when I replaced the fuel pump and fuel filter, what other thing can be preventing the cutoff to the fuel pump if it doesn't have the enertia, is there something else like a relay or fuse?

Ok if you know that the pump is not getting power than need to check fuel pump relay located in engine bay, forward of left strut tower.
