Need to siphon the fuel tank

I need to siphon the fuel tank on a 97 dodge neon before the repair shop will replace a broken tank strap but have not been able to-- the hose is blocked from advancing after about 8 inches-- so how do you get the gas out of the tank?- The strap being replaced is broken completely in half so I dont want to drive that much due to the safety issues

You cant, its a security feature, theres a pan with holes in it to not be able to get a hose down in the bottom of the tank, I was able to get most of my gas out by dropping the tank, and jacking it up on one side to get most of the fuel towards the neck, but as for sucking it out, theres not much hope
