2005 Dodge Neon changing a flat

Hello,
I have a flat tire and have attempted to remove the tire but now even with the lugnuts off the tire will not come off the axel. Is there something I can do to get this off? Thanks for your help.

Usually it is on older cars where the wheeel gets stuck on, with the lugnuts loose but not off and the tire jacked up, make sure the car is stable and I suggest putting something under the side in case the car moves then just try sitting in front of the tire and kick one side with your bottom of your foot. Then kick the other side and see if it comes loose. Some people use a hammer but I don't suggest using that
