2003 Dodge Neon Dash gages

Every time I start my car, all the gages on the dash, to include the speedometer, jump as high as they go and then slowly tick back down over the next 20 seconds or so. Also, sometimes when it is started, even though the gages jump, none of the lights that should come on, along with the beeping to tell me to put my seatbelt on doesn't come on. I have looked all over to see if there is a known electrical issue with this model but cant seem to find any, and the Dodge dealership here is NOT helpful at all. Any ideas?
