2001 Dodge Neon left rear wheelwon't trun, is locked up

Ledt rear wheel will not turn. The right rear wheel will, but the left wheel is locked up. We have no previous problems, and no road noise.

Hi there,

This will be either the hand brake cable seized or the foot brake locked up, is it drum or disc? Is there any movement whatsoever if you rock the wheel?
