1999 Dodge Neon Water damage, I think.

Engine Mechanical problem
1999 Dodge Neon 4 cyl Front Wheel Drive Automatic

My girl friend drove through some water during our flood here in wisconsin. She said it wasn't that deep, maybe a little over a foot. She made it through the water, but as soon as she did she said the car sputered and quit. She tried to re-start the car and still nothing. We have replaced the spark-plugs since then, and I can not get the engine to turn over at all. What should I do? Tear the engine apart? Drain all the oil, and flush the engine with gas? Or just junk the car? Please help me I don't wanna pay a arm and a leg to have this fixed if I could do it myself.

Remove all spark plugs out the cylinder, crank engine
disable the fuel pump 1st and or ignition system
u have water in the cylinder causing engine to lock up
