1999 Dodge Neon Seat Belt

1999 Dodge Neon 4 cyl Front Wheel Drive 34,000 miles

The seat belt will not click into it's socket.
The release button will not even move.
I can place the belt in front of me, but cannot engage the part that secures the belt.
