1999 Dodge Neon help me

My neon is haveing electrical problems my speed jumps up and down my fan stays on all the time and I blow fuses all the time the car is in great shape I just did a tone of work to it new head new timing belt water pump starter alt. Pugs wires and to much more to list can someone please point me in the right direction I am very handy but not good with coming up with the problem thanks my name is pete

Do u have check engine light on
you need to get the codes
as a 1st step
I would check the coolant sensor
it may be left disconnected
also check for a loose ground around the head area
