1995 Dodge Neon horn doesn't work

Hello I am working on a 95 dodge neon for a friend they had it at a repair shop that told them they need to replace the horn being a good friend I replaced the horn only to find that wasn't the problem. First I went to fuses. O.K. Swapped relays. O.K. Jumped the wiring in the relay and the horn worked. Now I am leading towards the steering column I suspect there is a ground possibly in the clockspring not 100% sure. All of the wiring goes into the clockspring it has two horn buttons on the outer edges of the center pad

Suspect clock spring
since you have check all the above check for a ground under the air bag on the steering and if so suspect and replace clock spring
if air bag light on or blinking than for sure the clock spring no good

Thank You. My thought was the clockspring although the airbag light isn't on. Where is the ground located that you are talking about?
