1995 Dodge Neon Has no spark / ASD relay will not energize

1995 Dodge Neon 4 cyl Front Wheel Drive Automatic

I was driving and the car just shut off. I checked for spark at the coil and there was nothing on any cylinder. I then checked the voltage terminal of the coil electrical connector with a test light and I do not get a flash when I turn the key on. The Chilton book says the problem is with the ASD relay or relay circuit. I swapped out the ASD relay with no change and checked the wire from the relay to the coil. Is my problem with the PCM or is there something else I should look at.

Update - I tracked my problem to the fuel pump fuse. This fuse also powers the ASD relay. As soon as I turn the key with a new fuse, it blows. Obviously a short somewhere, but do any of you Chrysler guys have any experience or knowledge of a bad area with Neon's?
