1995 Dodge Neon -50 Winter

Hi there,

I currently am unable to start my vehicle due to the fact that it had sat outdoors for couple of days in the cold up to -50 windchill and the battery eventually was drained. Subsequently, I'd charged my battery with a battery charger but it still sat out in the winter cold around -27-35 for a week. I do have a block heater but I am uncertain if it is still working being when the car is plugged in I have been unable to start the vehicle. This is the second week now and the battery registeres to be charged and it sounds as though it is turning over but it just won't turn over completely to start the vehicle. I have moved the vehicle into my unheated garage now. Can you suggest what might be the problem and how it may be resolved. Thank you.

Check if you have spark (pull one of the sparkplug wires place it close to ground metal around the engine turn engine and look for a spark )
check if fuel pump working and if you have fuel pressure
